DEPARTMENT: Water, City of Cartersville - Distribution & Collection Division

JOB SUMMARY:     
This position is responsible for assisting in installing, repairing, and maintaining water and sewer lines and mains under the direct supervision of a crew foreman; at times required to carry out work assignments without the crew foreman present. After 90 days, the employee will be required to train for and hold “stand-by duty”. Stand-by consists of answering after hours and weekend calls and performing necessary repairs and maintenance.

JOB LOCATION/WORK HOURS:  
The function of this position involves working outdoors on the water distribution and wastewater collection system, in the water department shop and on the grounds. Certain tasks may require after hours and weekend work. Work schedules may be adjusted accordingly. Overtime work, when required, is mandatory.

GUIDELINES:  
Guidelines are provided by Federal, State, City and Departmental rules and regulations, and accepted work practices, departmental safety rules, verbal and written instructions provided by supervisors. Guidelines are clear and specific, but may require some interpretation in application.

COMPLEXITY:  
The work consists of related water and sewer installation, maintenance and repair duties.  Complexity is present in the variety of unrelated tasks to be performed and often under emergency conditions; tasks may be considerably more complex and require immediate reaction to existing situations.

SCOPE AND EFFECT:  
The purpose of this position is to install, maintain and repair water and sewer lines and mains. Successful performance facilitates the speed and accuracy of repairs and service. Errors in decision or work are revealed through adverse effects or subsequent operations. Errors affect the work process of co-workers.

PERSONAL CONTACTS:  
Contacts are typically for exchanging information, resolving problems and providing services.

PURPOSE OF CONTACTS:  
Contacts are typically to exchange information with co-workers, utility customers and the general public.

PHYSICAL DEMANDS:  
Work requires the lifting of light and heavy equipment. Also, the work requires standing or walking for long periods of time coupled with squatting, bending, crouching, stooping, climbing ladders and using tools which require dexterity. 

WORK ENVIRONMENT:  
The work is performed in a warehouse and outdoors with exposure to inclement weather, and at times will include areas of heavy undergrowth, with possible exposure to poison ivy, poison oak and insect bites. The employee is often exposed to noise, dust, dirt, fumes, grease, and machinery with moving parts, contagious or infectious diseases, and sewage. The work requires the use of protective equipment.

FUNCTIONS:  
Employees in the position will be required to perform a variety of tasks, some of which are of a strenuous nature.

MAJOR DUTIES:  
Radio/phone – Proper radio and phone communications.  Line Construction – Construction of new water and sewer lines, making service taps on existing lines, installing meters and resetters, building vaults and related tasks.  Maintenance – Repairs to existing lines, cleaning and flushing lines, clearing of right-of-ways, maintenance to meters and settings, maintenance and repair of pump stations, maintenance and repair of work equipment and vehicles and other related maintenance.

Good attitude – Maintain good attitude toward the public, fellow workers and supervisors.  Rules/policies – All Federal, State, City and Departmental rules and policies must be followed. This includes safety rules which require wearing/using all safety equipment issued by supervisor.

MARGINAL DUTIES:  
Deliveries – Unload/load materials. Inventory – Assist with test counts/annual inventory. Janitorial – Clean vehicles, shop area. Grounds – Mow, weed, landscape. Carpentry – Build barricades, shelves, forms.

EQUIPMENT:  
Equipment commonly expected to be used consists of:  Hand tools – Basic implements of construction, shovels, picks, rakes, hammers, wrenches, etc; Power tools – Saws, grinders, pumps, drills, compressors, etc.; Motorized equipment – dump trucks, equipment vehicles, sewer cleaning trucks, tractors, mowers, etc.; Safety equipment – Hard hats, safety glasses, ear plugs, gloves, gas detection equipment, traffic vest, etc.

KNOWLEDGE REQUIRED BY THE POSITION: 

  • Knowledge of policies and procedures pertaining to the installation, maintenance and repair of water and sewer lines and mains.
  • Knowledge of the methods and practices of installing, maintaining, and repairing water and sewer lines and mains.
  • Skill in the use of such tools as wrenches, pumps, shovels, picks, and boring machine.
  • Skill in the installation, maintenance, and repair of water and sewer lines and mains.
  • Skill in operating equipment such as a jackhammer, sewer rodder, and tapping machine.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS:  The Water Crew Supervisor or Senior Water Service worker assigns work in terms of somewhat general instructions. The supervisor spot-checks completed work for compliance with instructions and established procedures, accuracy, and the nature and propriety of the final results.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.

MINIMUM QUALIFICATIONS:  

  • All applicants must posses a valid Georgia Driver’s License.
  • All applicants must posses the ability to obtain a Commercial Driver’s License within six months of employment.
  • All applicants must posses a high school diploma or equivalent and the ability to obtain State Certification in Water Distribution and Wastewater Collection.
  • All applicants must be a minimum of 18 years of age.
  • All applicants must be dependable and reliable.
  • All applicants must be mechanically inclined.
  • Demonstrated ability to understand and follow relatively complex verbal and written instructions.
  • Demonstrated ability to read and interpret and record data accurately and to communicate effectively, both verbally and in writing.
  • Possess physical abilities required to perform the duties assigned.
  • Ability to work holidays, weekends and overtime. Subject to recall (call back) 24 hours a day.
  • All applicants must live within a 15 mile radius of the Distribution and Collection Office, 100 Walnut Grove Road.
  • This position requires a pre-employment physical dexterity test and a drug test, and random drug testing after employment.
     

EXPERIENCE:  Prefer a working knowledge of the distribution and collection system; experience in line construction/maintenance/meter maintenance.

STAND-BY DUTY:

DEFINITION:  Stand-by duty consists of answering after hours and weekend calls with immediate response and performing necessary repairs and maintenance.

JOB LOCATION:  The functions of this position involve working outdoors on the water distribution and collection system.

WORK HOURS:  After regular work hours, weekends, holidays; schedules rotate.

EQUIPMENT:  Equipment commonly expected to be used consists of hand tools, power tools, motorized equipment, and safety equipment as described in Water Service Worker’s job description.

MAINTENANCE:  Repairs to existing lines, meters and settings, cleaning and flushing lines, turn on and cut off meters. Organizing appropriate employees for repairs if necessary. Check problems relating to pump stations, notify appropriate employee for repair if necessary.

WORK IN CRISIS SITUATIONS:  Check problems and make repairs of a crucial nature – water/sewer problems that could result in damage to property.

MULTIPLE PRIORITIES:  Manage multiple priorities. Check problem/make repair/determining priority of each call.

RADIO/PHONE USE:  Proper radio and phone communications as required.
