JOB TITLE:  Site Development Inspector                                                                                        

DEPARTMENT: Public Works/Storm Water, City of Cartersville

COMPENSATION: $24.79/Hour

JOB SUMMARY:  Responsible for inspection of all residential, industrial, and commercial construction site development projects, ensuring compliance/enforcement of all drainage, erosion control, floodplain/wetland, and other applicable environmental regulations/laws.  

MAJOR DUTIES: 

  • Perform field inspections of all construction projects with-in the City of Cartersville to ensure compliance with approved site plans/specifications and all applicable regulations/laws/ordinances.
  • Enforce environmental/erosion control/floodplain/wetlands regulations and City Ordinances.
  • Issues citations to individuals in violation of regulations/laws/ordinances and appear in court as directed by City Attorney.
  • Provide technical assistance to City Departments, developers, contractors, engineers/consultants, and the Public regarding erosion control/floodplain/wetlands/ and other environmental regulations/laws/ordinances.
  • Assist in review of all site plans regarding environmental/erosion control/floodplains/wetlands regulatory compliance.
  • Maintain records regarding all site development projects, compliance/enforcement issues, citations, etc.
  • Other duties/projects as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Demonstrated knowledge in environmental sciences, including soil science and geomorphology of floodplains, wetlands, etc., with three (3) years experience as site development inspector.
  • Ability to read/interpret maps, architectural plans, schematics, and other technical documents.
  • Knowledge of IDDE related inspections.
  • Excellent oral/written presentation skills.
  • Knowledge of all relevant local, state, and federal regulations and guidelines.
  • Knowledge of federal and state building codes and safety requirements.
  • Knowledge of the theories, principles, and practices of commercial, industrial, and residential construction.
  • Knowledge of structural, electrical, gas, mechanical, plumbing, and fire prevention codes for building construction.
  • Knowledge of construction industry standards.
  • Knowledge of the geography, subdivisions, and streets of the city.

SUPERVISORY CONTROLS:  The Assistant Public Works Director/City Engineer assigns work in terms of general instructions.  The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES:  Guidelines include city subdivision regulations and construction specifications, state and standard building codes, and the city zoning ordinance.  These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY:  The work consists of varied technical inspection duties.  The need to observe minute details contributes to the complexity of the work.

SCOPE AND EFFECT:  The purpose of this position is to ensure that construction meets applicable building codes.  Successful performance in this position helps ensure compliance with established construction standards.

PERSONAL CONTACTS:  Contacts are typically with builders, other city employees, co-workers, contractors, and the general public.

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS: The work is typically performed with the employee sitting, standing, bending, crouching or stooping.  The employee must occasionally climb ladders, lift light and heavy objects and be able to distinguish between shades of color.

WORK ENVIRONMENT:  The work is typically performed in an office and at inspection sites.  The employee is exposed to noise, dust, dirt, machinery with moving parts, irritating chemicals, and occasional inclement weather.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.

MINIMUM QUALIFICATIONS:

  • High School Diploma or equivalency required; bachelor’s degree in environmental, civil engineering, or related course of study preferred.
  • Possession of Level 1B and/or Level 2 GSWCC Certification
  • Excellent interpersonal communications skills.
  • Demonstrated ability to use various PC software including Microsoft Excel, Word, PowerPoint, GIS software, etc.
  • Possession of valid Georgia Driver’s License.
